Street and Public Space Use Permit (SPSU) – Updated Information (Effective May 2025)

As Jasper moves through the wildfire recovery and rebuild phase, demand for public land has risen sharply. Streets, sidewalks, and parking lanes are now critical staging areas for builders, deliveries, and municipal projects. The Municipality has therefore adopted a revised permitting and cost-recovery model that:

  • promotes clear, accountable use of public space during a period of exceptional demand
  • recovers municipal costs tied to interim land use and displaced infrastructure
  • treats all users consistently, regardless of project type
  • satisfies Occupational Health and Safety requirements for clearly defined care and control of worksites in both time and space

This framework encourages efficient, and safe use of public land while advancing the community’s broader recovery goals.

Permit Fees

Council unanimously approved a refined public-space fee structure on May 13, 2025 after receiving a report from the Director of Jasper Recovery Coordination Centre (Committee of the Whole, Item 7.4). The decision and supporting details appear in the official agenda and minutes.

  • Application fee: $50 for every permit request
  • Ongoing use fee: $1.50 per m² per month when public land in town is occupied for more than seven consecutive days
  • Short-term use: no ongoing fee when land is used for seven days or fewer

These fees apply town-wide, whether a project is wildfire-related or not, reflecting the increased value and decreased availability of public land across Jasper.

Designated Laydown Areas

To ease pressure on in-town space, the Municipality offers designated laydown sites for longer-term storage and staging. Contractors can apply for these lower-impact sites through the Jasper Rebuild Laydown Site Application Form.

When do you need a Street and Public Space Use Permit?

Street and Public Space Use Permits are needed any time you’re obstructing the normal use of the street or public space. This includes:

  • Road, lane, parking stall or sidewalk closures
  • Parking of any vehicle for longer than the posted limit
  • Placement of building materials, tools or machinery on the street
  • Stationing a mobile crane or building construction machine
  • Loading or unloading material, machinery, or equipment
  • Placement of a construction waste bin
  • Erection of scaffolding
  • Excavation on a public space
  • Commercial Filming
  • Special Events 
  • Installation of sidewalk seating (PDF)

*Storage of organic materials (i.e. soil, rock etc.) is not permitted through the Street and Public Space Use permit program. Organic material storage should be done on private land only. 

Before you apply for a street use permit:
Plan ahead. A permit application takes a minimum of five (5) business days for review and approval.

Commercial contractors must have a Municipality of Jasper Business Licence (PDF).

 Applications must include:

  • Name, address and contact information of the applicant
  • A Traffic Accommodation Plan
